Temporary Defeat (TD)

What is Temporary Depeat (TD)?

"TD is HSE Critical Equipment Securuty is taken out of service while the plant remains in operation"

What is temporary defeat of HSECES?

When bypassing a safety interlock (or device) while the equipment or facility being protected remains in service.

HSECES shall only be defeated under strict control:

  • For testing of the device
  • For maintenance or repair of the device or connected equipment
  • When its function may be adversely affected by certain work activities

Note:

Never perform a defeat if risk is not reduced to ALARP, Alternate protection is not available and process is in upset condition, unless it is specified in SOPs

PROHIBITED DEFEATS

  1. Non-permitted defeats installed by regulation or design may not be bypassed,overridden or removed unless the equipment is under maintenance.
  2. Prohibited defeats are typically:

    • Processes specific to DCS and PLC shutdowns.
    • Fire and gas detection systems.
    • Car seal management.

For prohibited defeats to be taken out of service Lock Out / Tag out must be in placeto ensure hazardous energy sources are removed.

What is HSECES?

HSECES are installations such as plant equipment, structures and systems (including computer programs) that either its failure can cause Major Accident and its purpose is to prevent /mitigate consequence of major accident.

Examples of HSECES include but are not limited to:

  • Integrity protection systems (e.g., Pressure safety valves.)
  • Release control equipment and systems (e.g., Emergency blow down systems)
  • Secondary containment systems (e.g., Dykes, Pits etc...)
  • Fire and explosion suppression equipment and systems (e.g., Deluge, Foamsystems etc.)
